Agricultural Land Around Najafgarh and Narela: What Buyers Should Verify

Najafgarh and Narela sit at opposite ends of Delhi, yet buyers describe their experience in much the same words: the price looked fair, the broker sounded confident, and the paperwork turned out to say something different. Agricultural land in Delhi isn't sold like a flat or a city plot, because the Delhi Land Reforms Act and the Master Plan both have a say in who can sell it and what can be done on it. So before you fall for any plot in Delhi that is priced well under the local rate, find out three things: who is allowed to sell it, what its land use is on the plan, and whether it sits inside a land pooling area.

Why Buyers Are Looking at Agricultural Land Around Najafgarh and Narela?

There isn’t much open land left in Delhi, and these two belts have their fair share of that little bit left. Narela has been coming up as a sub-city for quite some time now, and the DDA has recently cleared changes in land-use regulations in Narela for the construction of a multi-sport stadium and universities to develop Narela into an educational center. On the other hand, Najafgarh draws buyers because they get more land in proximity to Dwarka and Gurgaon.

Inexpensive entry is the other attraction. An individual who cannot buy a developed plot in west or north Delhi might turn towards the village land, and this is where the problem begins, as low prices indicate restrictions on the land that the seller does not mention.

Rules That Govern Agricultural Land Around Najafgarh and Narela

Two ancient acts still govern what goes on here. As stated by the Government to the Parliament a few years ago, the transactions in agriculture land within Delhi are governed by the Delhi Land Reform Act, 1954 and the Delhi Lands (Restrictions on Transfer) Act, 1972. According to the latter, a sale of land cannot take place by a bhumidar if, through such transactions, the land left with him is less than eight standard acres in Delhi as per Section 33 of the former Act.

That information is a few years old, so confirm the current position with a Delhi lawyer, especially if you are considering a plot in Najafgarh. The underlying issue remains important: a small slice of a larger landholding may not be legally subdivided or sold independently, however willing the seller is.

There's also the question of use. Section 81 of the same Act penalises using agricultural land for non-agricultural purposes, which means a fenced plot with a half-built room can attract notice from the revenue department as easily as from a buyer.

Land Pooling and Land Use: Agricultural Land Around Najafgarh and Narela

A number of villages from the two belts come under the land pooling policy of DDA. As per a guide prepared based on the records of DDA, this policy covers villages from six planning zones, including Narela zone, but the guide also highlights the point that while a village may be located in the pooling zone, it doesn't mean that it lies within the pooling area. "My village is in pooling" does not mean "my khasra is in pooling". The latter should be the consideration.

Even the development area notification made by the DDA makes a list of exclusions and is very informative. Among others, it excludes areas notified as green belt, built-up abadi, extended lal dora abadi, land under acquisition proceedings, and unauthorized colonies proposed for regularization. A considerable number of plots sold as "pooling land" fall in such a list of excluded categories.

Also be very careful about DDA sector maps. These maps are marked with a clear indication that these are tentative maps and are not binding. The revenue record is the final authority in all matters.

The larger plan has changed as well, since the Centre notified the Master Plan for Delhi 2047 on 20 August 2026 as a modification of the 2021 plan. If you plan to sell land in Najafgarh, check which rules currently apply to your specific parcel and zone. Regulations for individual zones may follow separately, so don't rely solely on an old brochure or outdated development plan.

What to Verify Before You Buy Agricultural Land Around Najafgarh and Narela?

For instance, let us consider a hypothetical scenario wherein a broker tells you about one acre near a village of Najafgarh at a reasonable price and says that the owner is a local farmer and registration can take place next week. Here is what you should do before taking a final decision.

Firstly, start with the seller. Ask for his revenue record and sale deed of the property and ascertain whether this sale will bring his holdings below the minimum required by law. Then find out if there is any acquisition notice in which the khasra number of the land appears, since the land that is acquired or proposed to be acquired cannot be sold. Then find out the land use of the plot according to the plan of DDA and see whether it is within a pooling sector, green belt, or excluded categories.

Next, think about your intentions of buying it. In case you want a house, farmhouse, or warehouse on agricultural land, consult a lawyer regarding this issue to know whether it is allowed and whether the change of land use is possible. And walk the boundary.

Anyone who plans to buy farmland in Najafgarh as a long hold should also ask how and when they'd be able to sell it again, since resale depends on the same limits you are checking now.

Selling Agricultural Land Around Najafgarh and Narela

If you want to sell land in Najafgarh or in Narela, the buyer's lawyer will go through the same list above, so it helps to do it first. Check that your holding allows the sale, clear any family shares, and see that the revenue entry matches your documents. If the land sits in a pooling sector, say so clearly and share the sector details, as buyers who learn it late tend to walk away.

Pricing deserves honesty as well. Agricultural land with restricted use sells at one rate and a parcel with a clean path to development at another, and pretending otherwise just drags out the sale. Talk to a chartered accountant about tax before you agree on a figure, since it depends on how the land is classified and how long you held it.

Sellers who list Narela plots or a plot in Narela should be especially clear about which category the parcel belongs to, because buyers there are used to hearing "pooling" as a sales line.
