Delhi Land Use and Green Belt Restrictions: A Buyer's Checklist

Every plot in Delhi sits inside a land use zone set by the Master Plan, and that zone decides whether you can build a house, run a shop, or do nothing more than hold the land. Green belt parcels carry the tightest limits, and a low price on a plot in Delhi often reflects exactly that. The Master Plan itself changed recently, since the Centre notified the Master Plan for Delhi 2047 on 20 August 2026 as a modification of the 2021 plan, effective from the date of publication. A buyer should therefore confirm the zone, the permitted use, and the current rules on official sources before paying a token amount, and a seller should be ready to show the same documents.

How Delhi Land Use Is Decided Under the Master Plan?

The Delhi Development Authority creates the Master Plan, which segregates the city into zones and assigns each plot a use like residential, commercial, industrial, recreational, or green. For a long time, the document was the 2021 plan, which was notified way back in February 2007. The new document is used for guiding land use, housing, and infrastructure, and the regulations governing specific areas are derived from the master document.

As far as the buyer is concerned, the bottom line is easy. The use of the land as per the plan and not the one described by the broker, will be recognized while granting the building permission. If you are planning to purchase land in Delhi, begin by identifying the use of your plot on the DDA master plan and zonal maps along with the khasra number.

Delhi Land Use Zones and What Each Allows

The table below provides a general overview of agricultural land rules in Delhi. Exact requirements may vary by zone and the latest regulations, so use it as a starting point rather than as legal advice.

Land useWhat it generally means for a buyer
ResidentialHomes are allowed, and limited mixed use is permitted only on gazetted notified streets, not automatically on every plot.
CommercialShops, offices and similar uses, subject to the norms for that area.
IndustrialPermitted industrial activity only, with restrictions on housing.
Recreational, public and semi-publicParks, schools, hospitals and facilities, so private housing is not the intended use.
Green belt and low density areasProtected peripheral land with limited, regulated development.
Environmentally sensitive landAreas such as the Yamuna floodplain, where building is tightly controlled.

Green Belt Restrictions in Delhi: What Buyers Must Know?

The green belt, however, is the most costly area of the plan to the buyer as the property seems cheap and the regulation is not visible from the roadside. As per the previous plan, the green belt had been identified as the protected peripheral buffer zone where any development in the residential format required the formal Change of Land Use approval. According to the same source, any seller who promotes his/her property as coming residential without a Change of Land Use approval actually sells only speculation and not permission.

This new plan also addresses such properties as it follows the framework of the villages which fall into the Green Belt and Low Density Residential Area category. Thus, the building and plot norms and permitted use are determined by the plan itself. Therefore, always check the current position on the DDA website and consult a local lawyer before considering any summary provided by a broker. Consider the following issues while dealing with green belt land:

  • The registration of the sale deed doesn’t alter the land usage indicated on the map.
  • The presence of a farmhouse or boundary wall doesn’t confirm that the plot has permission for construction.
  • An assurance of future conversion is not authorization; rather, request it in writing.
  • It is hard to resell when the subsequent buyer’s bank rejects a loan on restricted land.

Delhi Land Use Checklist Before You Buy Land

  1. Zone verification. Look up the plot's land use in the DDA's Master Plan and the applicable zonal plan.
  2. Revenue verification. Check the khasra number, area, and the owner's name against that of the seller.
  3. Check if any change of land use is required. If the zone does not permit your proposed development, find out if a Change of Land Use is possible and who approves it.
  4. See if there are any acquisition or pooling notices. The land under pooling and acquisition cannot be considered freely tradeable land.
  5. Title verification. Get all old deeds, an encumbrance certificate, and possession evidence.
  6. Check the colony status. The plots in unauthorized colonies and urban villages have their own rules of regularization and construction.
  7. Access verification. Ensure that there is an approach road on paper and on the ground.
  8. Use a Delhi lawyer. There are many levels to the land laws here, and a local specialist will pick up things a general search will miss.

Delhi land buyers looking for plots for sale in Delhi will find very low prices on agricultural and village lands, so this checklist must be run on every listing, whatever the price.

Delhi vs NCR Land Use: Where the Rules Change

Many people who start with Delhi end up looking at neighbouring cities, since farm land near Delhi is mostly found in Haryana and Uttar Pradesh and not inside the capital. The rules differ once you cross the border.

Selling Land in Delhi: Land Use Points for Sellers

If you want to sell land in Delhi, the buyer's first question is almost always about land use. Sellers who answer it early close faster and with less haggling.

  • Specify the zone. Mention the land usage mentioned in the plan and refrain from using ambiguous terms like "future residential."
  • Maintain the record free of defaults. Amend the revenue entry, clear all arrears, and resolve any disputes before listing.
  • Mention restrictions openly. In case the land falls within the green belt zone, mention it and clarify what the owner has been able to do with it.
  • Make documents available in advance. The title deeds, khasra extracts, and other approvals should be made available to the buyer's lawyer.
  • Price according to its current usage. The pricing of land that cannot be constructed on is very different from the one that can.

Consult a chartered accountant before setting the price regarding the taxes due on the property because treatment differs according to land type and holding period.
