Uttar Pradesh: Automatic Mutation After Registration Explained

Everyone who has acquired property in UP would know that this registry is not the end of the process. After one gets the document signed and pays the stamp duty, the name of the previous owner still remains in the revenue records till the mutation is completed. It is something most people tend to ignore or postpone.

The state government is now working on a fix. Officials have been discussing a system where mutation starts on its own once a property is registered. This guide explains what is being proposed, how mutation works today, and what owners of agricultural land in Uttar Pradesh should do in the meantime.

What Is Mutation (Dakhil Kharij)?

The mutation, or dakhil kharij or namantaran in Hindi, refers to an update of the land revenue record when there is a transfer of land ownership. This may be through sale, transfer by succession, a gift, or a partition. In UP, the procedure comes under the UP Revenue Code, 2006, wherein Sections 34 and 35 deal with mutation primarily. Mutation and registration are two distinct procedures, but both are frequently confused.

So if you are checking land mutation in UP for the first time, remember this: mutation does not create your title, but without it the record does not show you as the owner. That gap is exactly where disputes, double sales, and loan rejections begin.

What Is Uttar Pradesh Planning?

The reports from late October 2026 suggest that the Stamp and Registration Department had a review meeting conducted by the Chief Secretary in Lucknow, where discussion took place on such aspects as creation of a unique property ID, verification of the status of the property ownership when the transaction is being registered, automated mutation when the registration has taken place, record verification online, cyber tehsils, and the provisions of Section 34 of the Revenue Code.

The proposal, which was put forward in the reports from June, is quite similar: once the registration takes place, the mutation process begins automatically. Its goal is to eliminate fake claims to be an owner, the sale of property in dispute, and all kinds of fraud. Other details from the report are as follows:

  • The state has been developing unique property IDs, having 17 digits, primarily for urban properties. As per the reports, 56.57 lakh properties are available on the e-NagarSewa portal, and creation of IDs is taking place in 71 out of 75 urban local bodies.
  • Land identity number with the help of Aadhaar (Bhu-Aadhaar) is another aspect raised during the discussion.

One important point: this is a plan under discussion. I could not find an official notification showing it is live across the state. Until it is, treat dakhil kharij as something you must apply for and track yourself. Also note that much of the property-ID work so far covers urban local bodies, so how it will apply to rural farmland may differ.

How Mutation Works Today?

The exact steps vary by tehsil, but the common process for buying agricultural land in Uttar Pradesh typically follows these steps.

  • The sale deed should be registered at the sub-registrar's office, and the certified copy should be kept.
  • Apply for dakhil kharij at the tehsil or online if the facility exists, with the deed, ID proof, and khasra and khata details.
  • Notice and Objection. The revenue officer gives notice, and anyone who has an objection can raise it during the specified time period.
  • Verification. The Lekhpal and revenue inspector verify the record, and the order is passed by the Naib Tehsildar or Tehsildar.
  • Record Update. After the order, the khatauni will have the new name.

Uncontested cases are known to take one month, whereas contested cases may take longer. In case the file gets stuck, make sure that you have the receipt number and escalate the matter in writing to the Tehsildar and then the SDM. Our guide on getting work done at the tehsil office explains the same in detail.

How to Check Mutation Status in UP?

Once you apply, you will want to find out about the status of the application. This is how it is done in most cases.

Mutation status in UP. Use the application number issued upon application submission. Various UP services allow you to check the status by this number on their websites or the revenue court case status website, which allows checking either by case number or by party's name in case mutation is filed as a case.

Mutation in UP online and log in. The tehsil services in some districts are accessible via e-District and revenue portals of the state, where you should register yourself or log in using your mobile number. In case you cannot find a login for mutation in your district, try the tehsil office because the services vary in different districts.

Mutation in UP PDF. Once you get the order, download the record from the UP Bhulekh portal, the land records website of the state. Check the district, tehsil, village, and khasra number, then download the khatauni as a PDF and check the owner's name in it against your deed.

Khatauni Uttar Pradesh. The khatauni is the fastest way to ascertain if there has been a mutation in the property. In case the name is still that of the seller after the expected tenure of time has lapsed, get in touch immediately.  The portal menus and links may change over time; refer to the website in case you notice changes.

What the Change Would Mean for Buyers and Sellers?

If automatic mutation arrives as proposed, the benefits are fairly clear. Buyers would not have to chase the tehsil for months. Records would update faster, and fake or repeat sales would be harder to carry out, because the registration data and the revenue record would speak to each other.

Sellers gain too. Anyone who wants to sell agricultural land in Uttar Pradesh knows how often a deal slows down at the record stage. A buyer's bank will ask for a current khatauni, and if the previous mutation was never completed, the seller must fix it before the sale can proceed. A system that completes mutation at registration would cut that wait.

There are also limits. Automatic mutation does not settle a dispute. If a co-owner objects, if the land is restricted, or if the record has errors, the case will still need a human decision. And a wrong entry moved quickly is still a wrong entry, so owners will still need to check their record after every transaction.

What About Land Prices in UP?

Those looking for information regarding records will also be curious to know about the cost; hence this short answer. There is no fixed cost for land in UP. It varies greatly depending on the district, distance from towns/highways, soil, water availability, and legality.

  • Price of 1 bigha of land in UP. It greatly depends on the place. The bigha itself is of different sizes in different districts; hence, it is important to convert it to square meters or hectares when comparing any two costs.
  • Circle rates. The District Magistrate fixes the minimum land cost per hectare or per square meter once every August, and some districts have updated their circle rates recently. It is the minimum stamp duty value, not the market value, and the latter is greater than the former.
  • 1 lakh per acre agricultural land in UP and other cheap land offers. Take any extremely low-cost figure as a warning signal until you verify the owner, type of land, and mutation details. Extremely low cost is a typical gimmick in fake listings.
  • Land in UP near me and land in UP for sale. Look at the marketplace or tehsil to get the actual listings and verify

Checks to Run Before You Buy

Regardless of the outcome of the new system, the following measures will always be handy while dealing with land Uttar Pradesh listings.

  • Download the latest khatauni and khasra from the official website and correlate the owner name with the seller name.
  • Verify that there is no interruption in the mutation of the previous sale. If there is, it is definitely a red flag.
  • Identify the type of land and make sure that it is cultivable and not restricted or common.
  • Request an encumbrance certificate to know about any registered sale or mortgage.
  • Register the deed as well as initiate the mutation process right away and follow up until the khatauni mentions your name.

If the plot includes SC/ST or any other land with special restrictions, seek guidance from the tehsil on the permissions required before paying the advance.
